The Captive Division of the South Carolina Department of Insurance, in conjunction with the South Carolina Captive Insurance Association, invites you to attend a virtual lunch and learn webinar on the captive insurer licensing application process in South Carolina. South Carolina’s application and instructions were recently updated, and additional general instructions for forming a captive in South Carolina have been published. These materials may be found on the “Captive Forms & Filings” page of the Captive Division’s website - https://captives.sc.gov. Learn about the application items that are critical to the Division's review when applying to obtain a Certificate of Authority, and acquire tips that will result in an efficient application review and approval process. Registration is a member benefit for SCCIA members. Presented by  Andrew Noga has been the Captives Director in South Carolina since his appointment in April of 2025. Prior to joining the Department, Andrew spent thirty-three years in the insurance industry in a variety of roles, primarily serving as legal counsel to publicly owned and mutual insurance companies. He began his corporate career at The Hartford and then served as U.S. General Counsel for two other Bermuda based insurance and reinsurance operations. His last corporate role was General Counsel for an Iowa domiciled mutual insurance group. Prior to beginning his corporate career Andrew served in the United States Navy Judge Advocate’s General Corps and spent four years on active duty in the Navy. He also worked in private law practice as a civil trial lawyer with a Hartford, Connecticut law firm engaged primarily with the firm’s insurance company clients. Andrew earned a Master of Law degree (LL.M) from the University of Connecticut School of Law (Insurance Law), a Juris Doctorate (J.D.) degree from Quinnipiac University Law School, and a Bachelor of Arts (B.A.) in Government from Western New England University. Ann Cunniffe has been the Captives License Coordinator since October 2025. Prior to joining the Department, Ann practiced business and real estate litigation for several years primarily on behalf of business owners and developers at a law firm in Charleston. She has experience as a small business owner, having operated her own floral business. Upon graduation from law school, Ann clerked for a circuit court judge in Sumter, South Carolina and then practiced insurance defense and workers’ compensation defense law in Charleston. Ann has a Juris Doctorate (J.D.) from the University of South Carolina and a Bachelor of Arts (B.A.) with Distinction from the University of Virginia. Ann is pursuing an Associates in Captive Insurance (ACI) through the International Center for Captive Insurance Education (ICCIE). Jordan Paszek, FCAS, MAAA, serves as project manager and account executive for multiple insurance programs, including group captive insurance companies, traditional insurance companies, reinsurance companies, public entities and self-insured entities at Pinnacle Actuarial Resources. Jordan also has experience with loss cost projections, risk margin calculations, risk distribution analyses and commercial lines ratemaking. He has worked with companies writing multiple lines of business, including enterprise risks, and is responsible for the preparation of statements of actuarial opinion (SAOs) and actuarial opinion summaries. Further, he has assisted in the development of several simulation models used for loss fund projections and unpaid claims estimates.
